WhatsApp Business App vs Platform: which one does your Malaysian business need?
Both are official Meta products on the same network, built for different stages of a business. Here is how to tell which one fits yours.
Use the free WhatsApp Business App if one small team answers customers manually from a phone. Move to the WhatsApp Business Platform (the API) when you need more agents, automated replies, chatbots, large campaigns, CRM or booking-system integration, or detailed reporting. The app is free; the Platform charges per message plus your provider’s fee.
Picking the wrong one is the most common reason Malaysian SMEs end up with missed messages, capped broadcasts or an unexpectedly high bill.
This guide explains the difference in plain language, shows when to switch, covers Coexistence (running both on one number), and ends with a checklist you can use today.
Key takeaways
The Business App is free, phone-based and manual. It suits solo operators and small teams.
The Business Platform (API) is for scale: unlimited agents through a shared inbox, chatbots, automation, integrations and analytics. It is billed per message.
Rule of thumb many providers cite: once you handle roughly 50 to 100+ conversations a day, or more than a handful of staff share one number, the app starts to break down.
Coexistence lets one number run on both the app and the Platform, which makes migration far less disruptive.
You need a Business Solution Provider (BSP) such as Seampify, a Meta Tech Partner, to access the Platform. See our guide on how to choose a WhatsApp BSP in Malaysia.
What is the WhatsApp Business App?
The WhatsApp Business App is a free version of WhatsApp for small businesses. You download it from the App Store or Google Play, verify a phone number and start chatting. It adds business features on top of normal WhatsApp: a business profile, a product catalogue, labels, quick replies, greeting and away messages.
It is designed for one-to-one, manual conversations. A person reads each message and types each reply.
What it does well
- Free to download and use
- Setup takes minutes and needs no technical skill
- Quick replies, labels and away messages cover basic organisation
- Works on one phone plus a small number of linked devices (providers commonly cite up to five devices in total)
Where it runs out
- Team size: only a few people can share one number, with no proper assignment, routing or supervisor view
- Broadcasts: lists are capped at 256 contacts, and only reach people who have saved your number
- Automation: greeting and away messages only, with no real chatbot or workflow logic
- Integrations: no connection to a CRM, e-commerce store, booking system or helpdesk
- Reporting: basic sent, delivered and read indicators only
- Verification: the blue tick (Official Business Account) is requested through the Platform and is not available for app numbers
What is the WhatsApp Business Platform (API)?
The WhatsApp Business Platform is Meta’s API-based product for medium and large business messaging. It has no app interface of its own. A Business Solution Provider (BSP) supplies the software on top: a shared team inbox, campaign tools, a chatbot builder, integrations and reporting.
Most businesses get access to the Platform through an approved provider. Technical teams can build directly on Meta’s Cloud API, but then they must build the inbox, template workflow and reporting themselves.
The Platform is what makes it possible to send approved message templates to opted-in customers at scale, trigger messages from your own systems (order confirmations, appointment reminders, payment links) and run chatbots around the clock.
What it adds
Unlimited agents on one number through a shared inbox, with assignment and routing
Chatbots, buttons, lists and flows so customers can browse, book or buy without leaving WhatsApp
API-triggered notifications from your CRM, POS, booking or e-commerce system
Campaign broadcasts using Meta-approved templates, scaled through messaging-limit tiers
Detailed reporting on delivery, read and error status, plus provider dashboards
Blue tick eligibility for Official Business Account status
What it costs
The Platform bills per delivered message, by category (Marketing, Utility, Authentication, Service) and by recipient country, plus your provider’s own platform fee. Malaysian rates and a worked monthly example are in our guide to WhatsApp Business API pricing in Malaysia.
Note: from 1 October 2026, service replies beyond the first 1,000 free per month are billed at the Utility rate.

When is the app enough, and when do you need the Platform?
The free app is the right choice when most of these are true
- One person, or two or three people, handle all WhatsApp conversations
- You answer manually and a few dozen chats a day is normal
- You do not need chatbots, automated order or booking updates, or system integrations
- You send occasional announcements to a small list of customers who already saved your number
- You do not need a verified business badge
Many small retailers, home-based sellers, tuition centres and neighbourhood clinics run happily on the app for years. There is no reason to pay for the Platform before you need it.
Switch when you can answer “yes” to two or more
Check each statement that is true for your business today.
More than a few staff need to reply from the same number, or you need to assign chats and see who is handling what
Volume is rising, and replies are slowing down or messages are being missed
You want automation: after-hours replies that answer questions, FAQ chatbots, booking or order flows
You want to send campaigns to hundreds or thousands of opted-in customers, such as Chinese New Year, Hari Raya or year-end promotions
You want WhatsApp connected to a CRM, POS, Shopify or WooCommerce store, or booking software
You need reporting: who responded, which campaigns converted, how fast the team replies
Brand trust matters: you want a verified Official Business Account
Retail, F&B, beauty and wellness, education, property, healthcare and financial services businesses tend to reach these thresholds earliest, because they combine high enquiry volume with repeat customer contact.
What is WhatsApp Coexistence, and can you use the app and the Platform together?
Yes, with Coexistence. It lets a business onboard the phone number it already uses on the WhatsApp Business App to the Platform, so the same number works on both at once. Messages sent through the API appear in the app, and messages sent from the app appear in the API conversation history.
Before Coexistence, a number had to be either on the app or on the API. Moving to the API meant giving up the app and its chat history on that number. Coexistence removes most of that disruption.
What to know before you enable it
- Messages sent from the app itself remain free; API messages are charged as usual and business-initiated ones need approved templates
- Onboarding uses Meta’s Embedded Signup, and your business must be verified
- Linked devices on the app are unlinked when the number is onboarded, so your team re-links as needed
- Some app features behave differently once a number runs in Coexistence mode
- The app needs to be opened on the phone regularly (providers cite at least once every 13 days) to stay connected
- Meta recommends Coexistence mainly for businesses already using the app consistently that want API tools to scale
- Some providers advise against using a Coexistence number for very large marketing broadcasts. Ask your provider how they handle it
Coexistence is a good way to test the Platform without losing your current number, chat history or customer base. Businesses with high-volume campaigns often choose a dedicated Platform number instead.
How do messaging limits work on the Platform?
On the Platform, messaging limits cap how many unique customers you can message with business-initiated templates in 24 hours. Limits rise in tiers up to unlimited, based on your quality rating, volume and business verification status.
Two details that are often described incorrectly online
Meta calculates messaging limits at the business portfolio level rather than per phone number, and all numbers in a portfolio share the same limit.
A Flagged phone number quality state that persists for seven days lowers the limit by one level, while a quality rating drop on its own no longer cuts your tier.
Limits do not apply to service conversations, which are replies inside the 24-hour window after a customer messages you. Quality rating still matters: it reflects how recipients react to your messages and affects whether you can move up to higher limits.
How do you move from the Business App to the Platform?
- 1
Audit your usage
Note daily conversation volume, number of staff and what you want automated.
- 2
Choose a BSP
Use our 10-question checklist to compare providers.
- 3
Decide on the number
Use a new dedicated number for the Platform, or onboard your existing number via Coexistence to keep history and the app.
- 4
Verify your business
Complete verification in Meta Business Manager. Your provider should guide you through this.
- 5
Get your templates approved
Plan marketing, utility and authentication templates in the languages your customers use (English, Bahasa Malaysia and Chinese are the usual set in Malaysia).
- 6
Build your opt-in process
Do this before sending any campaign. Meta requires explicit opt-in.
- 7
Start small
Review your quality rating weekly and scale volume gradually.
Business App vs Platform: which is cheaper?
The app costs nothing in fees, but staff time is not free. A team that answers 150 repetitive questions a day by hand is paying in salary instead of software. The Platform costs money per message, but a chatbot that resolves routine questions, and automated reminders that cut no-shows, often recover that cost.
For a realistic monthly budget, see the worked example in our WhatsApp Business API pricing guide. Seampify does not mark up Meta’s per-message rates, so you pay Meta’s rate plus a transparent platform fee. See our pricing plan.
Frequently asked questions
What is the difference between WhatsApp Business App and WhatsApp Business Platform?
The Business App is a free phone app for manual, small-scale chatting. The Business Platform is Meta’s API for scale, accessed through a provider. It supports unlimited agents, chatbots, automation, integrations and detailed analytics, and bills per message.
Is the WhatsApp Business API the same as the WhatsApp Business Platform?
In everyday use, yes. “WhatsApp Business Platform” is Meta’s official name for its API-based product family, including the Cloud API. Most people still say “WhatsApp API” or “WhatsApp Business API”.
Can I use the WhatsApp Business App and API on the same number?
Yes, through Coexistence. It connects your existing Business App number to the Platform so both work at once. Messages sync between them, and some app features change after onboarding.
How many people can use one WhatsApp Business App number?
Providers commonly cite one phone plus a few linked devices, up to about five in total. The Platform has no such limit because agents work through a shared inbox instead.
Can the WhatsApp Business App send bulk messages?
Only in a limited way. Broadcast lists hold up to 256 contacts and reach only people who saved your number. For larger opted-in campaigns, you need the Platform and approved templates.
Does the WhatsApp Business App get a blue tick?
No. Official Business Account status is requested through WhatsApp Manager on the Platform, subject to Meta’s eligibility rules.
Do I need a provider to use the WhatsApp Business Platform in Malaysia?
Practically, yes. Businesses normally access the Platform through a Business Solution Provider that handles onboarding, templates, billing and software. Seampify is a Meta Tech Partner serving Malaysian SMEs and enterprises.
